Teachers have a very important role because it is a facilitator of education and teaching in the school so it can determine the success of students. In Social Science subjects taught material that covers most of the cognitive and affective aspects of the course. So that students are required to be able to remember even memorize what the teacher described or memorize what is in the book. Therefore, it takes a professional teacher. Because of the learning process in the classroom is a series of experiences that students experience, the students will make sense of this experience through the process of perception and perceptual outcomes affect subsequent mental activity. Perceptions of students in this case is the perception of teacher competence as a teacher in the classroom. In order for a teacher's competence is good, then a teacher role also requires students to provide assessment, feedback and correction of teacher competence.
The study was conducted in elementary schools in Gugus IV Palengaan District of Pamekasan to determine (1) the influence of Student Perceptions to teachers competence to achievement of Social Sciences, (2) the influence of motivation on learning achievement of students of Social Sciences, (3) the influence students' perceptions of teachers competence and motivation for student achievement.
The population in this research were students of class V in gugus  IV Elementary School Palengaan District  of Pamekasan totaling 150 students of each grade in each school is different student numbers. Samples taken in this research are 45 students drawn randomly with random sampling technique. The instrument used in this research was a questionnaire and documentation. Questionnaire completed by the student and documentation obtained from the result of odd Semester Examination year 2012/2013.
The data analysis technique used in this research is Multi-Linear Regression computerized SPSS 18.00 program for windows. The results of the analysis can be seen that perceptions of the student teacher's competence (X1) has thitung = -0.886 and ttabel = 2.021. So thitung< ttable or significance t = 0.000 on student achievement fifth grade Social Studies subjects. Variable X2 has thitung = 0.777 and ttabel = 2.021. So  thitung< ttable or significance of t = 5%. Variables X1 and X2 has tcount 0.551 with TTable = 3.23. So thitung< ttable or significance 5%.
From these results it can be concluded that 1) there was no significant effect on students' perception of teacher competence on learning achievement of Social Sciences, 2) there is no significant effect on learning achievement motivation Social Sciences, and 3) no significant effect students' perceptions of teacher competence and motivation toward achievement of Social Sciences of class V in gugus  IV Elementary School Palengaan District  of Pamekasan. Thus, students will be motivated to study Social Sciences, so that the goal can be achieved with optimal learning, (2) students are expected to always improve learning motivation as having high motivation to learn will affect his achievements in learning. Since motivation has a very important role in improving student achievement, (3) for other researchers who will conduct similar research is recommended to add a variable to be studied so that it can reveal more problems and provide results of research findings more meaningful and more useful for many parties.
